Congress authorized the coins through the passage of the United States Army Commemorative Coin Act of 2008 (Public Law 110-450). The coins are meant to honor the nation’s oldest military branch which was established in 1775 by the Continental Congress.

Coins in the series are to "contain motifs that specifically honor the American soldier of both today and yesterday, in wartime and in peace, such designs to be consistent with the traditions and heritage of the United States Army, the mission and goals of the National Museum of the United States Army, and the missions and goals of the Foundation" according to the authorizing act.

Surcharges of $5 per 2011 United States Army Half Dollar Coin sold by the US Mint is to be forwarded to the Army Historical Foundation to support the construction of the National Museum of the US Army at Fort Belvoir, Virginia.

The final design information for the 2011 United States Army Half Dollar Coin was released by the US Mint on December 11, 2010. It indicated that each Army Half Dollar would contain imagery indicative of "Service in Peace." As such, the obverse of the coin shows significant contributions of the Army in peacetime through a U.S. Army soldier surveying, two servicemen building a flood wall and, to the right, a Redstone Army rocket which was used during early space exploration. Also shown are the inscriptions of U.S. ARMYSERVICE IN PEACEIN GOD WE TRUST2011 and LIBERTY. The obverse was designed by AIP Master Designer Donna Weaver and sculpted by United States Mint Sculptor-Engraver Charles L. Vickers.

For the reverse, a design showing the Army as the first service used to defend the country is depicted with the image of a Continental soldier. Surround the soldier are the inscriptions of UNITED STATES OF AMERICAFIRST IN SERVICE TO THE NATIONE PLURIBUS UNUM and HALF DOLLAR.  The reverse was designed by AIP Master Designer Thomas Cleveland and sculpted by United States Mint Sculptor-Engraver Joseph Menna.

Also issued by the Mint as part of the US Army Commemorative Coin Program is the United States Army $5 Gold Coin and the United States Army Silver Dollar.
